The City, by its duly authorized officials, the Water Department and all public utilities operated in the City, by virtue of franchise grants, shall not be required to make a deposit of any money in advance upon securing the permit under this chapter, except that the Engineer shall bill the costs of the repair, backfilling, relaying and materials of any such openings to the above-named class and, upon default of payment of the same, the Engineer shall refuse further permits to such applicant until such charges are paid.
