All applicants for a street opening, undermining or removal permit shall deposit with the City Engineering Department such amount as provided by ordinance, to cover the cost of repairing and relaying the pavement to be removed, and an additional amount so required to cover such costs may be demanded by the City Engineer if in his opinion the minimum deposit is insufficient to cover the cost of repairs and materials required therefor.
