For each registration certificate application pursuant to Section 743.04 there shall be a fee of ten dollars ($10.00). With the exception of those individuals identified in Section 743.04(c), proposed individual solicitors shall undergo a criminal background check to be conducted by the Police Department, and shall reimburse the Police Department for the cost of said background check.
