No person shall maintain any commercial business, including a junk or salvaged material yard or a junk or salvaged material shop, in the corporate limits of the City, unless such business is carried on entirely inside a building or an open area enclosed by a fence not less than eight feet in height, built of sound nontransparent material uniform in height and so constructed that it is structurally safe and capable of resisting all live loads imposed on it, and obscures the content of the enclosure from the ordinary view of persons passing upon the streets, walks, alleys or travelways in this City, kept in good order and repair, and no advertisement shall be permitted thereon other than the name of the person under whose name the license has been issued and the nature of the business conducted therein.
