§ 90.19 RUNNING AT LARGE.
   (A)   No owner shall permit any dog to run at large at any time.
   (B)   A dog shall not be considered to be running at large whenever the animal is under the control of any person by means of a leash, chain, cord or rope of not more than ten feet in length to an extent as not to annoy other persons or trespass or commit a nuisance upon public or private property.
