Any person who violates this chapter shall upon conviction thereof be fined not less than $25 nor more than $200. A separate offense shall be deemed committed upon each day during or on which a violation occurs or continues. For any person who has previously violated this chapter, the second violation shall be treated as a misdemeanor.
