(A) Parking in posted areas.
(1) Parking any vehicle, truck, recreational vehicle, and/or trailer within a posted area is prohibited.
(2) Posting which prohibits parking shall be accompanied by placing appropriate signs in the area where the parking is prohibited.
(B) Authority to prohibit parking.
(1) The City Administrator, Police Chief, or his/her designee, is authorized to immediately prohibit parking of any kind of vehicle upon any city street or within any city right-of-way for public safety reasons or to assist with a public improvement project and for such duration as necessary up to a maximum of 30 days. In these situations, in order to adequately inform the public that parking is prohibited or restricted, the city shall properly post "No Parking" signs and/or place city personnel in appropriate locations.
(2) The City Administrator, Police Chief, or his/her designee, is authorized to immediately prohibit parking of any kind of vehicle upon any city parking lot for public safety reasons and for such duration as necessary up to a maximum of 30 days. In these situations, in order to adequately inform the public that parking is prohibited or restricted, the city shall property post "No Parking" signs in appropriate locations.
(3) Time extension. The City Administrator, Police Chief, or his/her designee, in his/her discretion, may extend the parking restrictions imposed by the city in the above paragraphs beyond 30 days.
(C) Designation of prohibited parking areas.
(1) The City Administrator, Police Chief, or his/her designee, shall designate streets and parking lots within the city which are subject to parking prohibitions or restrictions and the type of vehicles restricted or prohibited. Upon making the designation, appropriate signs and markings shall be so placed on the streets or lots specifying the nature of the limitations.
(2) Parking a vehicle on any street or parking lot within the city during the periods when a restriction or prohibition exists, or in violation of a posted sign or marking pursuant hereto is prohibited.
(D) Exemption. The City Administrator, Police Chief, or his/her designee, may authorize parking permits to a property owner to allow a motor vehicle to be exempt from the daily parking restrictions as may be imposed hereby. The City Administrator, Police Chief, or his/her designee, shall designate the area for parking, establish an application, fees, method of allotment, and distribution of the parking permits.
