§ 71.02 ON-STREET PARKING.
   (A)   Duration limits. For public safety purposes, the City Council finds that it is necessary to restrict parking of any vehicle, including trucks, recreational vehicles, and/or trailers as follows:
      (1)   Two-day maximum. No person may leave or park a vehicle on or within the limits of any city street or right-of-way for a continuous period in excess of 48 hours. For the purpose of enforcing this section, any vehicle moved less than one block shall be deemed to have remained stationary.
      (2)   Large trucks and trailers. No person shall leave or park a large truck and/or a large trailer upon any residential street or alley way or within the right-of-way for a continuous period in excess of eight hours.
   (B)   Tampering with police enforcement. It is unlawful for any person to remove, erase or otherwise obliterate any mark or sign placed upon a tire or other part of a vehicle by a police officer for the purpose of measuring the length of time such vehicle has been parked.
   (C)   Special parking/use permit.
      (1)   Vehicles and trailers. In the event that an increased on-street parking duration is desired by the owner of a vehicle, truck, recreational vehicle, and/or trailer, a special on-street parking permit may be obtained by the Police Chief, or his/her designee, provided the expanded duration is clearly defined and based on unique conditions not related to the general storage of the vehicle and/or trailer.
      (2)   Limited temporary storage. A special on-street parking permit may be issued by the Police Chief or his/her designee, for limited temporary uses, including but not limited to construction and landscaping stock piles, portable storage containers, roll-off dumpsters, and the like. Said on-street temporary uses:
         (a)   May be allowed for a limited period of time not to exceed 48 consecutive hours; and
         (b)   Shall be located along the street curb edge and adjacent to the related residence or businesses; and
         (c)   Shall not exceed a road surface area of 8 ft. x 30 ft. (240 sq. ft.); and
         (d)   Shall be surrounded by approved traffic safety cones and/or barricades equipped with reflective material and/or flashing lights per city/MNDOT specifications.
   (D)   Location.
      (1)   All vehicles, trucks, recreational vehicles, and/or trailers parked on any residential street must be parked in its entirety adjacent to the residence owned or occupied by the person owning or operating said vehicle and/or trailer.
      (2)   Large trucks and/or class II trailers may be parked for up to 3% days (84 hours) on designated non-residential streets such as:
         (a)   5th Avenue NW, from Railway Street to Central Street West;
         (b)   Industrial Park Drive SE;
         (c)   Delaware Street SE, east of 1st Avenue SE;
         (d)   Florida Street SE, east of 1st Avenue SE;
         (e)   Industrial Drive SE;
         (f)   1st Avenue SE, south of Delaware Street SE; Commerce Drive SE; and
         (g)   Other designated locations as determined by the City Administrator and Police Chief.
      (3)   Any vehicle, truck, recreational vehicle, and/or trailer parked on-street, shall not block access to a driveway or a mailbox.
   (E)   Parking for the purpose of advertising or selling merchandise. It is unlawful for any person to park a vehicle or trailer on any street for the purpose of: (1) selling a vehicle or trailer; (2) advertising for sale or selling merchandise thereon or therein; or (3) advertising any merchandise for sale or a forthcoming event. Exception: Said vehicles and trailers may be parked adjacent to the property owned or occupied by the person owning or operating said vehicle and/or trailer.
   (F)   On-street vehicle repair. It is unlawful for any person to service, repair, assemble or dismantle any vehicle or trailer parked upon a street, or attempt to do so, except to service such vehicle with gasoline or oil or to provide emergency repairs thereon, but in no event for more than 24 hours.
