For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
OWNER. A person who holds the legal title of a vehicle or has a right to immediate possession thereof under a sale or lease-purchasing agreement.
PARKING. To stop or leave standing, or cause, allow or permit to be parked, stopped or left standing, whether knowingly or unknowingly, any such vehicle upon any city street.
PARKING LOT. A parcel of land owned, leased or controlled by the city for the primary purpose of providing space for vehicular parking.
PERSON. Every natural person, firm, partnership, association or corporation.
RECREATIONAL VEHICLE. Any self-propelled motor vehicle licensed for on-street use, which may include but not limited to: all classes of RVs, motor homes, trucks with slide-in campers, trucks with chassis-mounted campers, all-terrain vehicles, motorized carts, golf carts, snowmobiles, motorcycles, bicycles, and converted buses that provide temporary human living quarters, or similar recreational/seasonal use vehicles.
RECREATIONAL VEHICLE (TRAILER). Any detachable vehicle or device, licensed for on-street use, designed for carrying property on its own structure, and for being drawn by a motor vehicle which may include but not limited to: tent trailers, pop-up/camper trailers, travel trailers, fifth wheel travel trailers, motorcycle trailers, bicycle trailers, boat/watercraft trailers, snowmobile trailers, all-terrain vehicle trailers, fish house trailers, or other similar trailers. Any recreation stored and/or parked on a trailer is considered one recreational vehicle.
SNOW EMERGENCY. Any condition upon any public street, including the presence of snow, freezing rain, sleet, ice or other phenomenon, which condition creates or is likely to create any hazardous road condition or impedes or is likely to impede the free movement of traffic, when such conditions have been declared by the Public Works Director or in his/her designee.
STREET. The entire width between boundary lines of any way or place when any part thereof is open to the use of the public, as a matter of right, for purposes of vehicular traffic.
TRAILER. Any detachable motor-less vehicle equipped with one or more wheels and used for carrying property on its own structure, which may include but not limited to: utility trailers, contractor trailers, semi-trailers, commercial trailers, open/flatbed trailers, enclosed/cube trailers, box trailers, car trailers, animal trailers, or other similar trailers, but not including recreational vehicle trailers.
TRAILER (SMALL). Any trailer (as defined above) measuring less than eight (8) feet in overall height and less than 22 feet in overall length, measured from the hitch to the rear tail lights.
TRAILER (LARGE). Any trailer (as defined above) measuring eight (8) feet or greater in overall height, and/or 22 feet or greater in length overall.
TRUCK. A powerful motor-driven vehicle that consists of a towing engine used for carrying loads/freight and/or drawing/pulling trailers and classified by the Minnesota Department of Transportation as Medium Duty (MNDOT Class 3 - Class 6) or Heavy Duty (MNDOT Class 7 - Class 8).
TRUCK (LARGE). Any heavy duty truck and/or trailer combination classified as MNDOT Class 7 - Class 8 (26,001 pounds and over Gross Vehicle Weight - 6 or more tires)
VEHICLE. Every device in, upon or by which any person or property may be transported or drawn upon a highway or street, except devices designed to be moved by human power.
