§ 72.02 UNLAWFUL OPERATIONS.
   (A)   Except as specifically permitted and authorized, it is unlawful for any person to operate a snowmobile within the city limits.
      (1)   On the whole portion or any right of way of State Highway 19, and the whole portion of Main Street (CR 33), except that portion that will be designated or posted for outgoing or incoming travel to and from the place of residency; (Traveling across these two routes will be allowed only to cross for access in and out to another route or your place of residency.)
      (2)   On the portion of any right of way of any public highway, street, road, trail or alley used for motor vehicle travel, except the most right-hand lane which is used for vehicle traffic in the same direction, other than on freeways, interstate trunk, county state-aid or county highways; (Snowmobiles and ATVs may also be operated, upon the ditch bottom or outside of trunk, county state-aid and county roads where the highways are so configured within the corporate limits.)
      (3)   On any parks or other public grounds owned by the city with in the territorial limits of the city, except as may be specifically designated or permitted by provisions of the city;
      (4)   On a public sidewalk provided for pedestrian travel;
      (5)   On boulevards within any public right-of-way;
      (6)   On private property of another without specific permission of the owner or person in control of the property; and/or
      (7)   If necessary certain specific routes will be designated by the City Council and signs will be posted.
   (B)   No person under 14 years of age shall operate on streets or the roadway surface of highways or make a direct crossing of a trunk, county state-aid, county highway or city street as the operator of a snowmobile or ATV. A person 14 years of age or older, but less than 18 years of age, may operate a snowmobile or ATV on streets, alleys and highways as permitted under this chapter and make direct crossing on streets and highways only if he or she has in his or her immediate possession a valid snowmobile or ATV safety certificate issued by the Commissioner, as provided by M.S. § 84.872, as it may be amended from time to time. It is unlawful for the owner of a snowmobile or ATV to be operated contrary to the provisions of this section.
   (C)   It is unlawful for anyone to operate a snowmobile or ATV within the city limits if:
      (1)   While under the influence of alcohol or drugs, as defined in M.S. § 169.121, as it may be amended from time to time;
      (2)   At a rate of speed not to exceed 15 miles per hour or less if surrounding circumstances so ascertain;
      (3)   At any place in a careless, reckless or negligent manner or needlessly in disregard of the rights or safety of others, or in a manner so as to endanger or be likely to endanger or cause injury or damage to any person or property;
      (4)   In the city between the hours of 1:00 a.m. and 7:00 a.m., except it shall be lawful to operate a snowmobile or ATV at not more than 15 miles per hour leaving or returning to the residence of the operator by the most direct route to and from their residence; and
      (5)   It is necessary for any person to tow another person on a snowmobile or ATV on a public street, it shall be towed by a rigid bar attached to the rear of the snowmobile or ATV.
   (D)   It is unlawful for any person to operate a snowmobile or ATV with in the city unless it is equipped with the following:
      (1)   Standard mufflers which are properly attached and which reduce the noise of operation of the motor to the minimum necessary for operation; (No person shall use a muffler cutout, by-pass, straight pipe or similar device on a snowmobile or ATV.)
      (2)   Brakes adequate to control the movement of and to stop and hold the snowmobile or ATV under any condition of operation;
      (3)   A safety or so called “deadman” throttle in operating condition; (A safety or “deadman” throttle is a device which when pressure is removed from the accelerator or throttle, causes the motor to stop momentum.)
      (4)   When operating between the hours of sunset and sunrise or at any time of reduced visibility, at least one clear light attached to the front, with sufficient intensity to reveal persons and vehicles at a distance of at least 100 feet ahead under normal atmospheric conditions; and (Head lights must be so aimed as not to blind any oncoming snowmobile or ATV. It shall also be equipped with at least one red tail light plainly visible front a distance of 500 feet to the rear during hours of darkness under normal atmospheric conditions.)
      (5)   Reflective material at least 16 square inches on each side, forward of the handlebars or steering device of a snowmobile or ATV and at the highest practicable point of any towed object, as to reflect light at a 90 degree angle.
   (E)   It is unlawful to intentionally drive, chase, run over or kill any animal, wild or domestic, with a snowmobile or ATV.
