(A) Every person owning improved real estate that discharges into the city's sanitary sewer system shall allow an employee of the city or it's designated representative to inspect all buildings, drains and connections to the city's sanitary and storm sewer systems to ensure compliance with this subchapter. In lieu of a city inspection, any person may provide a certificate from a licensed plumber certifying that the property is in compliance with this chapter.
(B) Any property owner refusing to allow property inspection or refusing to provide a plumber's certificate within 14 days of the refusal shall immediately become subject to penalty provisions provided herein.
(C) Any property owner found to violate the subchapter shall make the necessary changes to comply and furnish proof of the changes to the city.
(D) Each sump pump connection on owner's property shall be reinspected on a yearly basis.
(E) Prior to occupancy the builder of any new home within the city shall be required to install a sump pump system, to have that system inspected, and to provide a certificate of compliance, as per city specifications, prior to the earlier of occupancy of the property or sale or transfer of the property.
