(A) A sump basket and pump shall be required, if upon inspection of a property owner's basement, crawl space or other sub-surface space, the property owner cannot establish sufficient evidence of foundation tile or seepage of water across the basement floor or that his or her foundation tile is exposed and drains onto the property of the owner and into a natural outlet.
(B) If upon inspection and subsequent dye tests, the property owner fails to establish satisfactorily the elements of this provision, the owner shall, within 20 days, beginning from the date of inspection, to install a sump basket, sump pump and sump pump discharge line that conform to the specifications as provided in this chapter.
