(A) The City Council finds that the discharge of water from the following sources has on several occasions overloaded the city's sanitary sewer system and flooded property of large numbers of city residents, infiltration and drainage water, as defined herein.
(B) The Council finds that the damage is caused directly by the backup of sewage into the living space of residents. The Council further finds that in addition the backup causes substantial property damage and creates a hazard to human health.
