The Superintendent or other duly authorized employees of the municipality bearing proper credentials and identification shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling and testing, in accordance with the provisions of this subchapter. If permission to enter the property is not granted, the Superintendent is authorized to obtain an administrative search warrant from the district court.
