(A) No unauthorized person shall uncover, make any connections with or opening into, use or alter any municipal sewer without first obtaining a written permit from the Superintendent.
(B) Any person desiring sewage service from the municipal sewer for premises not theretofore connected shall apply to the Superintendent for a permit. There shall be a separate form of sewer permit for residential and for commercial service. The owner or an agent may make application on a special form furnished by the municipality. The application shall be supplemented by any plans, specifications and other pertinent information. A permit and inspection fee shall be paid to the City Treasurer at the time the application is filed. Upon approval of the application, the applicant shall pay to the City Treasurer, as and for a connection charge, which sum shall be included within assessments for all initial hookup.
(C) All costs and expenses incident to the installation and connection of the building sewer shall be borne by the owner and the owner shall indemnify the municipality from any loss or damage that may directly or indirectly be occasioned by the installation of any building sewer.
(D) A separate building sewer shall be provided for every building, except where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, courtyard or driveway, the building sewer to the front building may be extended to the rear building and the whole considered as one building sewer. Under exceptional circumstances the Superintendent may waive the requirements of this section.
(E) Old building sewers may be used in connection with new buildings when they are found, on examination and test by the Superintendent, to meet all requirements of this subchapter.
(F) A building sewer shall be constructed of cast iron soil pipe, ASTM specification A74-42 or equal vitrified clay sewer pipe, ASTM specification C1344T or equal or other suitable material approved by the Superintendent. Joints shall be tight and waterproof. If installed in filled or unstable ground a building sewer shall be constructed of cast iron soil pipe, except that non-metallic material may be accepted if laid on a suitable concrete bed or cradle as approved by the Superintendent.
(G) The size and slope of the building sewer shall be subject to the approval of the Superintendent and in no event shall the diameter be less than four inches and the slope less than one-eighth inch per foot. The wye connection and the building drain shall be uncovered and the differential elevation determined before construction is begun. Where practicable, the building sewer shall be laid on a uniform grade.
(H) Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. No building sewer shall be laid parallel to and within three feet of any bearing wall, which might thereby be weakened. The depth shall be sufficient to afford protection from frost. The building sewer shall be laid in straight alignment insofar as possible and changes in direction shall be made only with properly curved pipe and fittings.
(I) Whenever any building drain is too low to permit gravity flow to the municipal sewer, sewage carried by the drain shall be lifted by approved artificial means and discharged into the building sewer.
(J) All excavations required for the installation of a building sewer shall be open trench work unless other construction is authorized by the Superintendent. Pipe laying and backfill shall be performed in accordance with ASTM specification C12-19. No backfill shall be placed until the work has been inspected.
(K) (1) All joints and connections shall be made gas-tight and water-tight. Cast iron pipe joints shall be firmly packed with oakum or hemp and filled with molten lead, Federal Specification QQ-L-156, not less than one inch deep. Lead shall be run in one pouring and caulked tight. No paint, varnish or other coatings shall be permitted on the jointing material until after the joint has been tested and approved. All joints in vitrified clay pipe and metals shall be made with approved hot-pouring jointing material.
(2) Material for hot-poured joints shall not soften sufficiently to destroy the effectiveness of the joint when subjected to a temperature of 160°F, nor be soluble in any of the wastes carried by the drainage system. The joint shall first be caulked tight with jute, hemp or similar approved material. Other jointing materials and methods may be used by approval of the Superintendent.
(L) The connection of a building sewer with the municipal sewer shall be made at a wye branch. If the sewer is 12 inches in diameter or less, and no properly located wye branch is available, the owner may, at his or her own expense, install a wye branch in the municipal sewer at a location specified by the Superintendent.
(M) The applicant for a sewer permit shall notify the Superintendent when the building sewer is ready for inspection. The connection shall be made under the supervision of the Superintendent.
(N) Excavations for building sewer installations shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a satisfactory manner.
(O) Any new construction must install a sump pump or discharge by other means the drain tiles around any building or any other drains, except sanitary sewers. No drain tile or other drains, except sanitary sewers will be allowed to be connected to the sanitary sewer system.
