§ 51.07 RESTRICTIONS; SUPPLY.
   (A)   The city shall not be liable under any circumstances for any deficiency or failure in the supply of water to consumers of the municipal water system, whether occasioned by shutting off water for the purpose of making repairs or connections or for any other cause whatever.
   (B)   In case of fire or alarm of fire, the city may shut off the water to insure a supply for firefighting. In making repairs to water mains or extending the main, the city may shut off the water from the municipal water system at any time and keep it off for as long as it is deemed necessary.
   (C)   All water consumers of the municipal water system shall, at all reasonable times, permit the city to enter their premises and buildings to examine the pipes and fixtures and the manner in which the water is used. The consumers shall, at all times frankly and without concealment, answer all questions asked them relative to water consumption.
   (D)   (1)   The Mayor, or the Mayor's designee, may impose seasonal lawn and garden sprinkling restrictions when it is determined that standards for water treatment or sufficient reserved water storage capacity is threatened. The sprinkling restrictions shall be an alternating schedule based on property address and calendar date. Odd-addressed properties will be allowed to water on odd-numbered calendar days and even-addressed properties will be allowed to water on even-numbered calendar days.
      (2)   Upon determination by the City Council, at a regular or special meeting, that the demand upon the municipal water system threatens the public safety or health, the City Council may impose more restrictive measures by limiting the times and hours during which water may be used from the municipal water system.
      (3)   It is unlawful for any water consumer of the municipal water system to cause or permit water to be used in violation of the City Council determination, after public announcement thereof, has been made through all available news media specifically indicating the restrictions thereof.
