(A) Collection of refuse from all residential units shall be made once weekly.
(B) The City Council shall establish a weekly collection schedule which shall specify the day or days on which collection shall be made from the particular residential unit. Owners and occupants of residential units shall familiarize themselves with the schedule and keep refuse available for collection, as herein provided, on the day or days as are designated. The Council may, wherever necessary and essential for proper collection and to maintain the health and safety of the community, alter the schedule.
