§ 50.05 COMPULSORY RESIDENTIAL LIST; FEES AND BILLING.
   (A)   There is hereby established within the city a compulsory residential list which shall include every residential dwelling wherein there would normally accumulate refuse, as defined herein, in the operation of a household.
   (B)   All persons whose names are included in the compulsory residential list shall be charged a monthly unit service fee for the collection, transportation and disposal of refuse in accordance with the following schedule. The unit service fee is based on a maximum collection of waste from not more than two 30-gallon water and air-tight standard type garbage cans or containers. Any person desiring additional service shall be charged a fee per month for each additional garbage can. The unit service fee, plus additional charge, if any, shall be established annually and shall not be adjusted or altered during the year.
   (C)   Fees as provided herein for collection, transportation and disposal services shall be billed and collected by the city as a part of the municipal water and sewer billing. Service charges shall be charged to the owner or occupant of the premises served and shall be payable on or before April, July, October and January at the Office of the City Clerk/Administrator or Treasurer. In case the service charge is not paid within ten days after the same shall become due, the City Treasurer shall add 10% to the amount of the service charge bill and collect the same. As soon as possible after September 1 of each year, the City Treasurer or Clerk/Administrator shall prepare an assessment roll for garbage and refuse collection which shall contain a list showing each lot and parcel of ground with respect to which service charges, levied under this chapter remain unpaid. The Council shall thereupon levy an assessment for the unpaid garbage and refuse collection charges. The Treasurer shall certify the assessment to the County Auditor for collection in accordance with the law.
