§ 50.04 LICENSING; FEES.
   (A)   No person shall engage in the business of collecting, transporting or disposing of refuse as shall accumulate within the city without first obtaining a license therefore from the city.
   (B)   Any person desiring to engage in business shall make written application for a license on a form provided by the city through the Office of the City Clerk/Administrator. An annual fee for the granting of the license may be established in the amount as set by Council ordinance or contract from time to time. The fee shall be paid to the City Clerk/Administrator at the time as the completed application is presented.
   (C)   The Council shall, at its regular meeting or any special meeting called for that purpose, following receipt of a properly completed application, elect to grant or refuse to grant any license shall be based on consideration of the public interest with particular reference to the health, safety and welfare of the people of the city.
   (D)   All licenses issued hereunder shall expire each year and shall be non-transferable. The fee for licenses issued for a portion of the year shall be prorated provided that upon cancellation of any license, for whatever cause, no portion of the fee previously paid shall be refunded.
