§ 50.02 EMERGENCY MEASURES.

This chapter is hereby declared to be an emergency measure for the purpose of controlling the collection, transportation and disposal of refuse as shall accumulate within the city and for the purposes of promoting the public health, safety and welfare of persons residing or carrying on a business within the city.
