§ 152.42 REGISTERED LAND SURVEYS.
   Persons desiring to subdivide property that is subject to a Registered Land Survey (“RLS”) shall present the RLS to the city in the form of a preliminary plat in accordance with the standards set forth in this chapter. Tracts to be used as easements or roads shall be designated thereon. As to Registered Land Surveys containing more than four tracts, the Planning and Zoning Commission and City Council must approve of the arrangement, size and relationship of the proposed tracts, in accordance with standards and procedures for review of standard as heretofore described, shall be required. Absent required approvals, as herein provided, building permits on the proposed tracts shall be withheld, tracts conveyed to the city for streets or roads shall not be acceptable and no public monies shall be expended for the installation of utilities or improvements for any tracts.
