The purpose of this chapter is to protect the public health and safety from hazards arising out of the use of skateboards, roller blades, roller skates, roller skis and scooters within the city. The City Council finds that there are certain public streets and public property where the operation and use of skateboards, roller blades, roller skates, roller skis and scooters create unnecessary potential dangers to either the user of the devices or the general public, and that the use of the devices in an improper manner may cause destruction of property.
