§ 94.01 USE OF PARKS AND RECREATION AREAS.
   (A)   All public parks and recreation areas shall be closed between the hours of 11:00 p.m. and 6:00 a.m. unless time is required for completion of the scheduled event. The park and recreation areas shall not be occupied by any persons during the above hours, except city personnel or other personnel authorized by the city. Baseball and softball lighting shall not be on after 10:15 p.m. at the Lonsdale Jaycee Park. Baseball lights will be allowed to remain illuminated at the DRS until the completion of the scheduled event.
   (B)   Overnight parking shall be prohibited on park and recreation property.
   (C)   Engaging in obscene, offensive or abusive language or boisterous and noisy conduct tending to arouse alarm, anger or resentment of others will not be allowed. No person or group of persons shall commit, perform, or engage in any lewd, lascivious, obscene or indecent act in any park. No person or group of persons shall entice or attempt to entice another person to commit, perform or engage in, any lewd, lascivious, obscene or indecent act in any park.
   (D)   No person shall bring or keep a dog or cat into or upon park property unless such dog or cat is effectively restrained by means of a leash or chain not more than ten feet long and is kept from disturbing persons, wild animals and wildfowl. No person may bring any animal into an area of a park where prohibited by posted signs. No person shall bring or keep a dog or cat into or upon park property without possessing equipment for the removal of any feces deposited by such dog or cat, and using such equipment for the immediate removal and sanitary disposition of feces deposited by the dog or cat. No person shall hunt, harm, kill, or trap any animal in any park or recreation area without the expressed written consent of the city. Horses shall only be permitted on or beside park and recreation roadways.
   (E)   It shall be unlawful for any person to willfully mark, deface, tamper with, displace or remove any buildings, bridges, playground equipment, tables, benches, grills, railings, pavement, public utilities, trees, shrubbery, signs, monuments, stakes, posts, equipment, facilities, park property or appurtenance, whatsoever either real or personal.
   (F)   Drivers shall confine the operation of motorized vehicles upon or within park property, to roads, parking areas or other areas specifically designed as areas for parking and shall not be operated at a speed in excess of 15 mph in any park unless legally signed for a higher speed.
   (G)   No firearms, B.B. guns, air rifles, archery equipment, sling shots or any other equipment commonly used as a weapon, explosives or fireworks shall be brought into or used in park areas without city approval.
   (H)   No person shall distribute or disseminate leaflets, pamphlets or other printed material except in parking lots or on sidewalks or trails on the perimeter of the park or recreation area, or use any mechanical or electrical device on any park property for soliciting or advertising, except upon prior written consent of the city.
   (I)   Park and recreational facilities are open to the public for general use between the hours of 6:00 a.m. and 11:00 p.m. The facilities are available on a first come, first served basis, unless reserved and posted for a special event. Fees associated with reserving the facilities have been adopted and are designated in the fee schedule. Fees are required to be paid in full at City Hall prior to the date of the reservation.
   (J)   It is unlawful to throw, deposit, place or leave any paper, rubbish, waste, cans, bottles or refuse of any kind, in any park or recreational area except into receptacles provided for that purpose. The provided receptacles shall be used only for rubbish, waste and garbage generated by the use of the park and not for the general public to dump garbage.
   (K)   No person shall start, maintain or allow to burn any fire upon any park property, except a small fire may be started and maintained in a grill located within a park for cooking purposes only. Such a fire shall be started, maintained, and extinguished by an adult and pursuant to regulations established and posted by the City Council. Every person who starts or maintains any such fire shall cause it to be completely extinguished before leaving the picnic area and shall safely dispose of any residue or refuse therefrom.
   (L)   No person shall hit any golf ball in any park.
   (M)   No person shall ride a bicycle or other nonmotorized vehicle on any ballfield nor in such manner as to threaten or endanger the person or property of others.
   (N)   No glass bottles are allowed in any park or recreational areas.
