§ 92.02 CONSTRUCTION OF SIDEWALKS.
   (A)   The City Council shall have the power and authority to provide for either the construction or reconstruction and maintenance of suitable sidewalks as may be deemed necessary by the City Council, at the expense of the property fronting or abutting on the improvement.
   (B)   All sidewalks that shall be hereafter built or repaired within the corporate limits of the city shall be constructed or repaired in accordance with the grade elevation which shall be established by the City Council in accordance with the provisions of this section.
   (C)   (1)   All sidewalks that may be hereafter constructed or repaired along the public streets in the city shall be as follows: along Baldwin Street, better known as Main Street of which a certain portion or number of blocks is now designated as a business district; namely, from Railway Street North to Short Street South.
      (2)   All sidewalks constructed within these shall be eight feet in width. Along all other streets, except as designated above all sidewalks shall be not less than five feet in width and not more than six feet in width.
      (3)   All sidewalks and roadways shall be constructed with the latest approved material and workmanship as follows: three-eighths to three-fourths inch rock, with at least a 3,000-pound test, possibly more strength on traveled roadways.
   (D)   The City Clerk/Administrator shall be liable to certify a copy of all unpaid assessments to the County Auditor every September so the assessment can be entered by the County Auditor upon the property tax list.
