The City Council may revoke any license to maintain and operate a mobile home park or travel trailer park in the event any of the provisions of this article are violated. Before such license may be revoked, the City Council shall hold a hearing to determine whether such license shall be revoked. The City Secretary shall give notice of such hearing to such licensee in writing by depositing a copy of such notice in the United States Mail, postage prepaid at the address stated for such licensee in his application for license. The license may be reissued only if the circumstances leading to the revocation of such license have been remedied and the park is being operated and maintained in full compliance with this article and all other applicable laws.
