It shall be the duty of the police department of the city and its officers therein acting in accordance with the instructions issued by the Chief of Police, to report:
(1) the general location of any vehicle parked within a designated parking space in a regulated parking zone which is parked in violation of this division of the Code of Ordinances.
(2) the nature of such violation.
(3) the state license number of such vehicle.
(4) the time during which such vehicle was parked in violation of any of the provisions of this division.
(5) the date during which such violation has occurred.
(6) the name of the investigating officer.
(7) any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
