(a) Except as otherwise stated in subsection (b) herein, it shall be unlawful for any person to operate or run or cause to be operated or run, within the corporate limits of the city, any railroad engine, car, or train of cars at a greater rate of speed than 40 miles per hour.
(b) It shall be unlawful for any person to operate or run or cause to be operated or run, within the corporate limits of the city, any railroad engine, car or train of cars at a greater rate of speed than 55 miles per hour on the following segments of railroad track:
(1) the Texas and Pacific Railroad track from its intersection with the east city corporate limits to the juncture of said railroad track with the Missouri Pacific Railroad yard; and
(2) the Texas and Pacific Railroad track from its intersection with the west city corporate limits to the intersection of said railroad track with Fisher Road.
