The Chief of Police upon notice and hearing, may deny a license under this article on one or more of the following grounds:
(1) the applicant is under 18 years of age.
(2) the applicant has made a false statement or misrepresentation of a material fact on the sworn application submitted to the Chief of Police.
(3) the applicant has been convicted of a felony or any drug or drug-related or theft-related offense of a Class B misdemeanor level or higher and five years have not elapsed since the termination of any sentence, parole, or probation.
