Except as otherwise provided herein, no person engaged in drilling or operating any well shall permit gas to escape or be vented into the air, unless the gas is flared and burned. All gas flared or burned from a torch, pipe or any other burning device within the city limits must be done in such manner so as not to constitute a fire hazard to any property, and the location of the torch, pipe, or other burning device and the construction, maintenance and operation thereof shall at all times be in full compliance with such regulations as may be issued by the Texas Railroad Commission. The Fire Marshal of the city shall be given 24 hours advance notice of any flaring activities, and such notice shall indicate to the Fire Marshal the exact date and time and anticipated length of the flaring procedure.
