Sec. 49-17. Only city employees to empty garbage cans unless permit issued.

No one except the duly authorized agents and employees of the city shall empty garbage cans or receptacles, or convey or transport garbage or trash on the streets, alleys and public thoroughfares of the city without a written permit granted and issued by the city sanitarian.
