No person shall be permitted to place or let remain in any box or barrel or otherwise in any building, basement, street alleyway or yard within the fire limits, longer than six hours, any loose straw, hay, paper, empty boxes, barrels, crates or other combustible matter in such quantity as to become dangerous, in the opinion of the inspecting officer, and all owners or occupants of buildings or basements within such limits are hereby required to permit any officer or member of the fire department, to inspect their building, basements and premises, to see if this article is complied with, and it is hereby made the duty of the Fire Chief to authorize such inspections.
