Sec. 97-15. Operation of golf carts on public streets and highways.
(a) In this section all terms shall have the meaning assigned to them in the Texas Transportation Code.
(b) An operator of a golf cart, who has a valid driver's license, may operate the golf cart on a public street or highway which has a posted speed limit of not more than 30 miles per hour, within the City of Longview.
(c) A golf cart operated on a public street or highway pursuant to this ordinance must comply with all other applicable law and must be equipped with the following equipment:
(1) headlamps;
(2) taillamps;
(3) reflectors;
(4) parking brake;
(5) mirrors; and
(6) a slow-moving vehicle emblem.
(d) A person who operates a golf cart on a public street or highway pursuant to this ordinance must maintain current financial responsibility for the golf cart, as required of other passenger vehicles in the Texas Transportation Code Section 601.051, as amended.
(e) The penalty for violation of this section shall be as set forth in Section 1-4 of this Code.
(f) Unless otherwise specifically set forth in state law as adopted, allegation and evidence of culpable mental state are not required for the proof of an offense defined by this section.
