Any person who operates their business in violation of the laws of the State or the City shall forfeit his license and the privilege to do business in the City. Notice to the accused violator shall be made by certified mail notifying him of the charge upon which the forfeiture is based and the date of the public hearing before the City Council wherein the decision on license revocation shall be made.
