The city may consider an application to be moot if the applicant fails to make the application complete by the end of a continuous ninety (90) day period. In such an event, the city may serve notice on the applicant by certified letter that the application will be terminated in thirty (30) days unless the applicant responds by return mail that the application remains an active, ongoing concern.
