Nothing in this chapter shall be construed to abrogate or impair the powers of the courts or of the City to enforce any provisions of its ordinances or regulations or to prevent or punish violations thereof; the powers conferred by this chapter shall be in addition and supplemental to the powers conferred by any other law. The provisions of this chapter shall not prevent the City or any other governmental unit from taking any action, summary or otherwise, necessary to eliminate or minimize imminent danger to the health or safety of any person or property.
