10-6-3: DECLARING A BUILDING OR PREMISES UNFIT FOR HUMAN HABITATION OR OTHER USE:
   A.   The Community Development Director or designee has the authority to determine that a dwelling, building, structure, or premises or portions thereof is unfit for human habitation or other use if the Community Development Director finds that conditions exist that are potentially dangerous or injurious to the health or safety of the occupants, the occupants of neighboring dwellings or structures, or other residents of the City of Long Beach.
   B.   A dwelling, building, structure, or premises or portions thereof is potentially dangerous or injurious when one or more of the following conditions exist:
      1.   It is vacant for an extended period, generally in excess of six (6) months, and persistently or repeatedly becomes unprotected or unsecured;
      2.   It has conditions that pose a hazard or attractive nuisance, such as, but not limited to, sinkholes; exposed underground vaults, pipes, or wires; trenches; unstable slopes; or hazardous materials;
      3.   It is currently or frequently occupied by unauthorized persons for illegal purposes;
      4.   The owner or occupant(s) of the structure has not provided minimum safeguards to protect or warn occupants in the event of fire;
      5.   It contains unsafe equipment, as determined by the Community Development Director or designee;
      6.   It has inadequate drainage, severe uncleanliness, overcrowding, or inadequate ventilation, light, or sanitary facilities; or
      7.   It is so damaged, decayed, dilapidated, structurally unsafe, or of such faulty construction or unstable foundation that it presents a danger of structural collapse or a hazard of fire or accident. (Ord. 927, 3-7-2016)
