3-2-1: CONTRACTING OF CITY SERVICES:
   A.   Review And Approval Required; Reimbursement: The city shall allow the contracting out of city services after review and approval by the city council. The city council shall review each individual project and determine if it is suitable for city involvement. If the city council determines that a given project is appropriate for city work forces to undertake, the city council shall then establish to what extent the city shall be reimbursed for costs and administrative overhead. It is specifically stipulated that the city council may allow city services to be rendered on private property and/or for private purposes. However, the cost for any city services rendered on private property and/or private use shall be fully reimbursed to the city.
   B.   Payment In Advance: The city council may request that the estimated cost of any city service be paid in advance of providing such service.
   C.   Time Of Providing Service: The city council, after consultation with the city administrator, shall establish when services are to be provided. (1988 Code § 3.32.010)
