7-3-3: OPERATION REGULATIONS AND RESTRICTIONS:
   A.   Traffic Control Devices: Any person operating a bicycle, skateboard, skates, coaster, or any similar device shall obey the instructions of official traffic control signals, signs, and other devices applicable to vehicles, unless otherwise directed by a police officer.
   B.   Safe Operation:
      1.   Every person using a bicycle, skateboard, skates, a coaster, or any device similar to the foregoing upon any sidewalk or public path shall use the same in a careful and prudent manner and at a rate of speed no greater than is reasonable and proper under the conditions existing at the point of operation, taking into account the amount and character of pedestrian traffic, grade and width of sidewalk or public path, and condition of surface; and shall obey all traffic control devices.
      2.   Every person using a bicycle, skateboard, skates, coasters, or any similar device upon a sidewalk or public path shall yield the right of way to any pedestrian thereon.
      3.   No person upon a bicycle, skateboard, skates, coaster, or any device similar to the foregoing shall interfere with or restrict the flow of vehicular or pedestrian traffic in any manner whatsoever.
   C.   Negligent Operation Prohibited: It shall be unlawful for any person to operate any bicycle, skateboard, skates, coaster, or any device similar to the foregoing in a negligent manner as defined herein upon any public street, public sidewalk, or publicly owned parking lot within the city.    D.   Prohibited Areas: It shall be unlawful for anyone to use a bicycle, skateboard, skates, coaster, or any similar device in any public plaza, building, or parking lot owned, leased, or operated by the city, or in the downtown "central business district" as defined in section 7-3-1 of this chapter, except that bicycles are permitted on public streets in the downtown central business district.    E.   Nighttime Operation; Lights And Brake Required:
      1.   No person upon a skateboard, skates, coaster, or any device similar to the foregoing shall ride upon a public highway or public sidewalk during the hours between one-half (1/2) hour after sunset and one-half (1/2) hour before sunrise without wearing a reflective device on his/her front and back.
      2.   Every bicycle, when in use during the hours of darkness as defined in Revised Code of Washington 46.37.020, shall be equipped with a lamp on the front which shall emit a white light visible from a distance of at least five hundred feet (500') to the front and with a red reflector on the rear of a type approved by the state patrol which shall be visible from all distances up to six hundred feet (600') to the rear when directly in front of lawful lower beams of headlamps on a motor vehicle. A lamp emitting a red light visible from a distance of five hundred feet (500') to the rear may be used in addition to the red reflector. A light emitting diode flashing taillight visible from a distance of five hundred feet (500') to the rear may also be used in addition to the red reflector.
      3.   Every bicycle shall be equipped with a brake which will enable the operator to make the braked wheels skid on dry, level, clean pavement.
   F.   Clinging To Motor Vehicles: No person upon a bicycle, skateboard, skates, coaster, or any device similar to the foregoing shall attach the same or himself or herself to any moving vehicle upon any public highway. (Ord. 796, 3-2-2005)
