3-1-1: FUNDS:
   A.   Trust Fund: There is created a trust fund for the city in which shall be deposited all revenue sharing funds received from the United States under public law 95-512, and treasury department of the United States regulations made pursuant to public law 95-512. (1988 Code § 3.36.010)
   B.   Claims Fund; Salary Fund: The city shall establish a claims fund and a salary fund, which funds shall be used to receive and disburse monies for other operating funds of the city.
      1.   Salary Fund: This is a fund into which monies may be placed from time to time as directed by the legislative authority from any funds available and upon which warrants may be drawn and cashed for the purpose of paying any monies due city employees for salaries and wages. The accounts of the city shall be so kept that they shall show the department or departments and amounts to which the payment is properly chargeable.
      2.   Claims Fund: This is a fund into which may be paid monies from time to time from any funds which are available and upon which warrants may be issued and paid in payment of claims against the city for any purpose. The accounts of the city shall be so kept that they shall show the department or departments and the respective amounts for which the warrant is issued and paid. (1988 Code § 3.36.020)
   C.   Petty Cash: The cash register in city hall shall have one hundred dollars ($100.00) initial starting cash; the cash register reserve shall have one hundred dollars ($100.00) for purpose of having proper change on hand; and the petty cash reserve shall be fifty dollars ($50.00) for incidental expenditures.
