There is established, effective January 1, 1986, the municipal court of the city. The court shall have jurisdiction and shall exercise all powers vested in the municipal court system by the legislature of the state of Washington, together with such powers and jurisdiction as are generally conferred upon such courts in the state of Washington either by common law or express statute 1 .
