Any person who wilfully fails to pay the amount of any fine within thirty (30) days from the date of issuance or thirty (30) days after the adjudication in the city of Long Beach municipal court shall be guilty of a misdemeanor and shall be punished by not more than ninety (90) days in jail and by a fine of not more than three hundred dollars ($300.00) or both such incarceration and fine.
