A. Internal Administrative Review Of Denial Of Access: If the City makes a denial or partial denial of a records request, the City shall immediately conduct an internal review of that decision. The denial or partial denial shall be immediately sent to the City Attorney, who shall consult with the City Administrator on the decision.
B. Consideration Of Petition For Review: The denial or partial denial shall be deemed complete at the end of the second business day following the denial or partial denial of inspection, and shall constitute final agency action.
C. Judicial Review: Any person may obtain court review of: (1) the City's denials or partial denial of public records requests; or the reasonableness of the estimate of the amount of time provided by the City; or the reasonableness of the City's estimate of the charges to produce copies of public records, as provided in RCW 42.56.550.
