No person may deposit, place, store, or maintain upon any public place of the municipality, any stone, brick, sand, concrete, container, storage contrivance, or other materials which may impede the free passage of air, water, and fertilizer to the roots of any tree, shrub or plants growing therein, except by written permit from the Town Tree Board. In the Tree Board’s sole discretion, temporary allowances may be made for permitted construction sites.
