Any person may appeal from any ruling or order by the Tree Board to the Long Beach Town Council, who shall hear the matter and make a final determination of the issue on behalf of the town. Property owners will receive notification of the Tree Board's final determination. Any appeal shall be initiated by filing a written request with the Long Beach Town Council requesting a review hearing within five days of the property owner's notification of the Tree Board's actions and decisions and before any work begins. Determinations regarding emergencies under § 99.17 shall not be appealable to the Town Council.
