(A) No public official or employee shall use the funds or property of the town for a purpose which is, or would reasonably appear to be, for the private benefit of such public official unless the property is available to the general public on equal terms or the use is in accordance with municipal policies or ordinances.
(B) No public official or employee shall allow the use of equipment, supplies, or labor of the town to perform services on any non-public property unless an emergency exists or specific authorization is given by the appropriate department head and approved by the Town Council.
