(A) The chief police officer is authorized, whenever in his judgement it is necessary, to prohibit or restrict the parking of vehicles along a public way or part thereof constituting a part of the route of a parade or procession, to erect temporary traffic signs to that effect, and to prohibit and prevent such parking.
(B) It shall be unlawful to park or leave unattended any vehicle in violation of such signs or directions.
