Each property owner of an improved parcel of land shall be assessed a pro rata annual fee for garbage and refuse removal. Additionally, each property owner of a parcel of land, improved or unimproved, will be assessed a pro rata annual fee for leaf pickup and associated street services. Notwithstanding the forgoing provisions, an owner of multiple, contiguous parcels of land combined for real estate tax purposes shall only be charged one fee for each service.
