(A) No dog shall be allowed upon the streets of the town or in public places or on public conveyances, unless on a suitable dependable lead not longer than eight feet or a retractable lead with locking mechanism of not longer than 25 feet but at all times within reasonable control of its owner, or other person known to the dog with the owner’s consent, to protect the persons and property of all others.
(B) All dogs, at all times when off the property of their owner, must be on a lead.
