Any person, firm, or corporation who violates any of the provisions of this title or fails to comply herewith, or with any of the requirements, hereof, shall be deemed guilty of an offense, and shall be liable for a fine as provided in section 1-4-1 of this code, including costs, and each day such violation shall be permitted to exist shall constitute a separate offense. The owner(s) of any building or premises or part thereof where anything in violation of this title shall exist, and any architect, builder, contractor, individual person, firm or corporation employed in connection therewith and who may assist in the commission of any such violation, shall be fined as herein provided.
