14-1-14: DUTIES AND RESPONSIBILITIES OF THE FLOODPLAIN ADMINISTRATOR:
Duties and responsibilities of the floodplain administrator shall include, but not be limited to, the following:
   A.   Become accredited by the OWRB in accordance with 82 Oklahoma Statutes sections 1601 through 1618, as amended.
   B.   Review permit applications to determine whether the proposed building sites, including the placement of manufactured homes, will be reasonably safe from flooding.
   C.   Review, approve or deny all applications for development permits required by these regulations.
   D.   Review proposed development to assure that all necessary permits have been obtained from those federal, state or local governmental agencies from which prior approval is required.
   E.   Make the necessary interpretation where interpretation is needed as to the exact location of the boundaries of the areas of special flood hazards (for example, where there appears to be a conflict between a mapped boundary and actual field conditions).
   F.   Notify, in riverine situations, adjacent communities and the OWRB prior to any alteration or relocation of a watercourse, and submit evidence of such notification to the FEMA.
   G.   Assure that the flood carrying capacity within the altered or relocated portion of any watercourse is maintained.
   H.   Require the applicant or developer to provide a certified base flood elevation in order to administer the provisions of sections 14-1-17 through 14-1-21 of this chapter.
   I.   After a disaster or other type of damage occurrence to structures in the city of Lone Grove, determine if the residential and nonresidential structures and manufactured homes have been substantially damaged, and enforce the substantial improvement requirement.
   J.   Maintain a record of all actions involving an appeal from a decision of the floodplain board.
   K.   Maintain and hold open for public inspection all records pertaining to the provisions of these regulations. (Ord. 2010-233, 3-15-2010, eff. 4-19-2010)
   L.   When a regulatory floodway has not been designated, the floodplain administrator must require that no new construction, substantial improvements, or other development (including fill) shall be permitted with zone AE on the city of Lone Grove FIRM, unless it is demonstrated that the cumulative effect of the proposed development, when combined with all other existing and anticipated development, will not increase the water surface elevation of the base flood more than one foot (1') at any point within the community.
